Background

Governance arrangements

Purpose and outputs

The Working Group on Natural Resource Management (WGNRM) proposed a multi-stakeholder forest sector review following the 2002 CG meetings. In early 2003, the Working Group prepared draft TORs including outputs, studies and named consultants.

The Forestry Administration (FA) of the Royal Government of Cambodia (RGC) began implementation of the National Forest Programme (NFP) in mid 2003. The second step of the NFP process is a forest sector review.

These initiatives were brought together and it was agreed to undertake an independent forest sector review, commissioned jointly by the WGNRM and the RGC.

 

  ·  Joint Coordinating Committee.

This ad-hoc committee was established under the joint chairmanship of the Director of FA and the Chair of the WGNRM, with representatives of 5 Ministries/Departments and 5 donors
 

  ·  Independent team of consultants.

The core team were selected on the basis of their independence from Government, NGOs and Donors. In practice, this meant that they had not previously worked in the forest sector in Cambodia. The consultants would listen to different stakeholder perspectives, but would present their own professional assessments.

 

  ·  Non-binding recommendations.

The assessments and opinions of the review team are not binding on any of the stakeholders.

The aim:
To provide a strategic and prospective focus,  not a historical assessment.

The purpose:
To paint a backdrop to the sector so as to:

(a)   provide increased clarity around contested issues within the sector and

(b)   enable government and donors to identify activity and investment programmes.

The output:
A report identifying options (scenarios) together with a description and analysis of their likely outcomes in terms of advantages and disadvantages, gainers and losers, driving and limiting factors.
